Candy Stevia is ready to harvest when it reaches 8 inches tall or taller. Be sure to harvest the plants before the flowers bloom, when the flowers bloom the plants will take on a bitter flavor.

From what I understand, stevia is really finicky. Two seeds sprouted out of the entire packet so I'll consider that a win.
